After amendment of 21 items under Capital and Recurrent Expenditure for implementation by the State Government, the Akwa Ibom State House of Assembly has enacted the 2025 Appropriation Bill of N955 billion into law.
The passage of the 2025 budget followed the submission of the report by the member for Uruan State Constituency Dr. Itorobong Etim for consideration during Tuesday’s Plenary.
Dr. Etim said the committee while legislating on the budget, successfully amended 17 items on recurrent and four items on capital expenditure, bringing to 21 the number of items amended on Capital and Recurrent Expenditure respectively.

The Chairman, House Committee on Appropriations and Finance, explained that the committee decided to carry out internal Adjustments between Heads and Sub-heads in some Ministries, Departments and Agencies for the purpose of effectively meeting their needs.
Mrs Etim noted that under the Ministry of Education, the Committee saved N4.670 billion from the proposed provision of N14.100 billion, reducing the provision to N9.430 billion while the sum of N7.900 billion was saved from the proposed provision of N51,000 billion for the Ministry of Health thereby reducing to N43.100 billion in their capital expenditure respectively.
The Uruan Lawmaker posited that the Committee recommended the sum of N300,000,000.00 for Recurrent Expenditure and the sum of N655,000,000.00 for Capital Expenditure, bringing to N955,000,000,000.00 the total budget outlay for the 2025 fiscal year.
After deliberations by the members during the Committee of Supply and the Whole, the Deputy Leader of the House and member for Nsit Ubium State Constituency, Rt. Hon. Otobong Bob moved a motion for the passage of the Appropriation bill and was seconded by Hon. Eric Akpan of Nsit Ibom State Constituency.
The 2025 Appropriation of N955 billion was read for the third time and passed on the floor of the Assembly into law.
The 2025 budget of Consolidation and Expansion of N955 billion was predicated on the oil bench mark of 75 Dollars per barrel per day and an estimated exchange rate of N1.400 per Dollar.
The House Speaker, Rt. Hon. Udeme Otong who presided over the plenary, directed the Clerk, Mrs NsikakAbasi Orok to communicate the resolution to the Executive arm of the Government for implementation.
Meanwhile, the House has adjourned plenary to 9 January, 2025 by 10.a.m.
Recall that Akwa Ibom State Governor Umo Eno had, Tuesday, November 26, presented the 2025 budget proposal of N955 billion to the Akwa Ibom House of Assembly for deliberations and passage into law.
