Governor Abdullahi Ganduje, Thursday, fired 33 permanent secretaries serving in the Kano state Civil Service.
The public relations officer to the state office Head of Service, Auwalu Muhammad Naiya who in a statement confirmed the news said Kano state has 33 permanent secretaries manning several ministries, agencies, and parastatals.
The statement explained: “In line with the present administration resolve to vigorously pursue/implement the regime initiatives embarked upon since its inception, and cognizant of the need to further ensure greater efficiency in service, as well as reinvigorate the top echelons of the civil service.”
It, therefore, directed the sacked officials to hand over on or before May 8 to the most senior director in their respective ministries, agencies and parastatals.
The statement, however, enjoined them, and any interested director to re-apply/apply for the vacant post by attaching their curriculum vitae.
Recall that the 1988 Civil Service Reorganization Decree was promulgated by General Ibrahim Babangida (retd). Considering the grievances against the 1988 Reforms, a Memorandum was written that led to the establishment of the Allison Ayida Review Panel. From the Report of the Panel, the Abacha Administration modified the provisions of Decree 43 of 1988.
First, the post of the Director-General was scrapped and that of Permanent Secretary re-introduced. Second, the Permanent Secretary, it was decided, must be a career officer appointed on the advice of the Head of Service and recommendation of the Federal Civil Service Commission. Third, the Permanent Secretary became the Accounting Officer and Chief Adviser to the Minister/Commissioner.
The permanent secretaries are always recommended by the Head of the Civil Service and approved by a governor in each state of the federation to serve as the chief accounting officers for ministries and parastatals staffed by career civil servants.
Meanwhile, the Peoples Democratic Party (PDP) in Kano has filed a petition against the victory of Governor Abdullahi Umar Ganduje at the recent governorship election in the state.
