The one-time Minister of Budget and National Planning, Senator Udoma Udo Udoma has lampooned governments for spending 90 per cent of their time on designing their policies and only 10 per on working out their implementation.
Udoma said, “In my experience, a good implementation strategy requires setting out measurable goals with a clear timeline. We must set out measurable goals for each of these priorities because what cannot be measured cannot be monitored.’’
Speaking in Uyo on Monday while addressing participants at a three-day Akwa Ibom Dialogue and the formal launch of the ARISE agenda of the governor, he noted that delivery of campaign promises and implementation of development goals have been problems for past governors in Nigeria.
The chairman of the occasion, who represented Eket Senatorial District from 1999 to 2003, urged Governor Umo Eno to change the narrative in his time.
He, however, advised the Governor to set up a think tank in his office that would facilitate and monitor the implementation of his development plans in the state.
“I appeal to Governor Umo Eno to set up an office within the office of the governor to oversee and monitor implementation of his development agenda to drive his delivery of the articulated plans. Some previous governors in the country have failed in the implementation of their development plans.”
The former governor of the state, Obong Victor Attah, noted that the summit represents a restoration of a dream that was beginning to diminish in the state.
Responding, Governor Eno said the development plan was a well- detailed document, which had been carefully documented.
