A former militant leader in the Niger Delta, Asari Dokubo, on Friday, blamed the military officers of perpetrating 90 per cent of crude oil theft in the Niger Delta. The Nigerian Upstream Petroleum Regulatory Commission, NUPRC, and the Nigerian Midstream and Downstream Petroleum Regulatory Authority, NMDPRA, have disagreed over the body that regulates operations at the Bonny River Terminal.
